Programme Objectives
Professionals with a broad perspective, a sound understanding of scientific principles, a comprehensive knowledge of effective public policy, and an innate ability to communicate with regulators and economists can best address sustainability issues. The programme is, therefore, designed to build the capacity of policymakers to link science, policy, and economics to practice sustainable development and enable them to become inclusive thinkers. It emphasizes on adopting a multidisciplinary approach to examine critical environmental issues.
 
Programme Schedule and Structure
The programme will be delivered in three phases:
  • August–October 2009
  • January–March 2010
  • July–September 2010
Each phase will have three courses:
  • Economic Reasoning in Public Policy
  • Natural Resource Management
  • Climate Change Mitigation and Adaptation
A participant can enroll in one or more of these modules, depending on his/her interest and requirement. The module on natural resource management is science based and is designed to build skills for evaluating, analysing, and monitoring the impacts of human actions on the sustainability of natural resources. Major topics covered under this module are natural disasters and management, pollution sources and control, and resource assessment and evaluation. The module on Economic reasoning in public policy is designed to develop skills and competencies to apply economic and non-economic tools while addressing sustainability, poverty, and equity concerns. Major topics covered under this module are market failures, limitations of competitive framework, and consumer and producer behaviour. Finally, the module on climate change mitigation and adaptation describes tools and methods for participatory planning, implementation, monitoring, and evaluation. The modules comprise learning activities, a set of pre-recorded lectures, online tutorials, challenge questions, and live discussions with instructors.
     
Advantages of Enrolling for the Programme
The programme provides flexibility to the participants to choose from a bouquet of modules, depending on their need to build capacity. On completion of a module, spread over three phases, the participant is eligible for the award of a Certificate from ProSPER.Net UNU-IAS. A participant completing all modules in all phases will be eligible for the award of a Diploma in Sustainable Development Practices in Public Policy. On completion of the programme, the participants will be able to:
  • Understand the impacts of projects, and laws and policies on natural resources;
  • Apply the principal of equity and efficiency in resource utilization activities;
  • Analyse technology options for resource management;
  • Develop strategies to conserve resources, prevent contamination, and mitigate vulnerabilities due to natural disasters; and
  • Communicate effectively with multiple stakeholders.
